Sounds right, you have pressure in the crank case.

the out side of my turbo has alotof oil on it. it dosent look like the oil line for the turbo is leaking could this oil be from the cdr valve being bad or is that another problem

Sounds like it has a lot of blowby. The vapor goes through the turbo, so if there is an air leak after the turbo then oil is going to appear. It is most likely the rubber tube between the turbo and the intake extension. I have had mine apart there a few times and not put silicone on the connection and have oil dripping from the turbo now.

Is the CDR valve the one on top of the valve cover ? I have a lot of oil in and around my turbo also, not the oil line going to it leaking, is there a seal in the bearing that could go bad or would it more than likely be the CDR?

Grant, when I took the rubber hose off, it wasn't sealed with anything, I should seal it with silicone when I put it back together?
