A silencer ring is a metal baffle placed into the turbocharger inlet to reduce whistle from the turbocharger. The silencer ring has no effect on engine output, EGT, or boost levels.
Removal:
Remove the flex hose from the front of the turbo that goes to the breather. Just inside the turbo, you will see a snap ring that looks like a piston ring (charcoal color), very gently with a small flat blade screw driver, lift one end of the snap ring out of the groove, then continue to work around the snap ring, lifting it out of the groove. When the snap ring has been removed, you can easily remove the silencer ring.

The stock GM turbos do not have silencer rings. The holset turbo used on Cummins engines have a silencer ring. the only way to get turbo whistle out of a stock one is to first change the exhaust system turbo to tailpipe, preferably losing the cat converter if your truck has one. Then you have to open up the intake but beware sucking in hot underhood air will increase egt's considerably. If your truck is a 97' or newer it also helps to get rid of the plastic tube that is attached to the rubber elbow that is between the factory airbox and turbo conpressor inlet. Put a frost plug in the hole and secure it with a hose clamp. I will attach a picture of the intake i built for mine. I hope it shows up.

Let me get this strait...The stock gm-4 or gm-8 turbos did NOT have a silence ring and the only way to get any whistle out of them is to open up the air-flow in and out of engine. BUUUUT, the holeset turbos, frequently found in cummins(I think), did have a silence ring and the best way to make them sing is to remove the snap ring and remove the silence ring and then re-install the snap ring in place? Why not put a de-silenced holeset on the trusty 6.5 and open up air flow. A guy out by me put a cummins turbo on his 6.5 and its rumored to dyno at 342 HP to the ground.

Correct GM turbos do NOT have silencer rings. Only way to get turbo whistle from a GM turbo is how I described in my previous post. A holset hx or hy35 would work on a 6.5 but beware these turbos put out an efficient 25 to 30 psi of boost. Way more than a stock 6.5 can handle. I removed the silencer ring on my dads 98 dodge and it really made the turbo sing, but he sold the truck shortly after. He couldn't get along with the piece of crap automatic tranny not to mention all the notorious dodge front end problems.

Put an intake system and straight pipe her and you will hear that turbo whine like you wouldn't believe.

I'm thinking about an intake where I have a HMWV style pre-cleaner through the hood. It then runs into the factory box w/a k&N and a U turn into the turbo. It should work because it has unrestricted air from the out side. Any thoughts.

I have thought about that also. I like the idea, But I also think about that big puddle in they pouring rain, coming back over the hood, through the hood intake into the air filter, hydrostatic lock $$$ oops! Also with my luck I would probably cut it in in a dead spot for air flow over tha hood!!! I am still thinking about it.

I've never had a problem with water entering the air stream with any of my HMMWVs. I think the pre cleaner has a drip pan of some kind. I plan to go to the civilans who run the maint section on post here.

The HX35's have a map width inhancment ring. They increase the efficiency and map capacity of the compressor. For a 6.5 it would be advisable to use a lighter wastegate actuator since they are set at 22-25psi factory.

so would a cummins turbo fit on my '98 6.5?

Unless you go with 18 to 1 pistions and a big intercooler the GM 8 will give you more boost than a 6.5 can handle!!

how much would that cost??? roughly. iis there anything else i can do that would allow my 6.5 to handle it?
