block heater cord

went to unplug my block heater the other day and saw it spark in the bumper when i unpluged it took a look and the cord is getting bare in one spot and alot of the wire is broke can i just cut it and splice it back together i dont see y it wouldnt work?

It will work, just insulate it well so water can't get in.
