crankcase decompression regulator the tuna can looking item sticking out of the right side valve cover its basically the equivelent of a pcv valve on the gassers it vents crankcase vapors. back into the intake to be burned. if you see alot of oil around the turbo or in the hose its leting oil be burned. this usually happens in higher milage engines with blow-by put if its bad it causes problems too. how much oil you goin through? you do regular manintance on it oil changes and such?

The guy that owned it before me did and he has been a mechanic his whole life, I just noticed it recently, Oil leaks from the bottom of the turbo some and it is most around the hose..

THe hose on the bottom of your turbo drain line is most likely junk. Gonna have to go to a tractor dealer to get the hi temp oil resitant hose for it. (NAPA doesnt carry it in large enough diameter, discount stores havent a clue what this is, they will try to sell you heater hose.) Comes off a bulk roll. Got mine from John Deere. 6" of 3/4 id oil return hose is what you need. Depends on how bad your hose is cracked/or broke it will probly cut down your oil consumption.

...new problem or has it smoked since rebuild???is it white smoke{lo engine temp,lo comp, etc.} or blueish smoke{broken oil control ring.turbo seals restricted turbo drain line,etc.}...if it always smoked, did he use the wrong style rings?...if this is a new problem...is puffing smoke or a constant flow???
