what is the big difference with the ecus that you cant just add a chip to get the upgrade? there has to be an epprom. why does it have to be reflashed

In '96 they got rid of the removable PROM chip. Part of the OBD II stuff. Before that they used the same computer in many vehicles and just changed the chip. '96 and after allowed them to use the same computer in many vehicles by just programming it differently.
