i broke an oil cooler line last winter and the truck has been locked up aver since. i tried to turn it by hand and that didnt work. I happened across a short block, which will most likely need cleaned up.
What will I need to look out for when I start the build. This is what I think:
New oil pump
re-ring kit with all new gaskets
maybe a turbo
What else?

If you really wanted to freshen it up, I would get a master rebuild kit. If not, I would at least ring it, and put new bearings in the mains and rods. Get a good crosshatch on the cyl. walls. Tear down the oil pump. If the gears haven't cut a groove in the case, it's probably fine. Put it back together with loc-tite. Might as well replace the plastic buttons on your racks while you're at it. Maybe even have the heads fluxed for cracks. I would definetly if nothing at all replace all the freeze plugs!!!! And of course a front and rear main seal.
When I did the Bronco, I did a gasket set, and rings. The bearings were in good shape. I had less than 350.00 in it. Didn't do the freeze plugs, and what a b*tch it was to replace one after it was done!!
Turbo rebuild kits are cheap. And if you want a '99 GM-8 I got one for 250.00. In fact, I've got all kinds of stuff if you get in a bind.
