I am talking about aftermarket flares. Like the bushwacker flares. The cutout ones. I would like to do this without altering my suspension.

Don't know anything about the flares (factory & aftermarket), cauz mine doesn't have some and I don't like flares, BUT 33" tires WITHOUT suspension or bodylift ? I would say NO.
I'm running 285/75/R16's on mine, which is 33" height but a bit smaller than a 12.5 wide tire and they still rub a bit on the right while really tight turns AND I got a 3" Rancho Supensionlift installed. Okay, the wheels (wide and offset) also will do its part, but I'm still thinking, without a lift, the won't fit.

I had a 90 , with bushwacker flares on it. Although it had a 4" lift and I was running 35's on it with 16x10 rims. The only time it would rub is on inclines turned either right or left all the way as it went up the incline. Maybe this will help, I'll also include a photo if that helps any. On the newer body styles you have to watch the offset of the rims the bodys seem alot narrower. Or its probably the ifs that sets the wheels out further. So it seems anyway . Hope this helps some.

@ gmnut :
That's right. I had a 1989 K5 Blazer before and was running 33x12.5x15 on 8x15 Alcoas without any lift and rubbing on it. BUT the won't fit on the newer one with the IFS front axle due to the reasons you described. The only combo that COULD fit is with 8" wide rims and the RIGHT offset, but I don't believe that.
