1995 Suburban C2500, 262,000 miles original Turbo. Have good vacuam about 25 inches at the turbo. Without the engine running actuator arms moves freely and at idle cannot move it by hand. Air filter clean. New injectors O/H'd IP stock exhaust,new heads. All of this was done about 10,000 miles ago and just recently started have the power problem, black smoke and mileage went down What inside the turbo could be causing this, or is there something else that I'm missing?

Are you getting an SES light? Install a boost guage, with that mileage, the valve train will be worn and will cause a drop in boost.

No I'm not getting any SES lights. The truck runs great, just sluggish because of the turbo,oil consumption 1 QT about 2500 to 2800 miles.

If you have a catalytic converter, it is probably blocked and will cause reduced boost because of back pressure, cut it off, should never have been there in the first place.

Well I live in Dallas Texas area and I cannot remove the convertor because of state laws. If it is blocked I'll just have to replace it with a new one.

Got it fixed, was the turbo, but may go ahead and remove the cc, found out it can be done.

If I can get away without a cat in the Peoples Socialist Republic of California I know you can in the Beacon of Conservatism, Texas. My truck runs like a champ now that I have vacuum.
