Dual tanks help!!!

I have a 98 1 ton chassis cab with factory dual tanks. When the truck is running it pumps fuel all over the ground near the front tank. It was taken to the dealer today and they said the fuel balance valve is bad. And $1500 to fix it. Does any one have any ideas, does this sound correct, and where can you buy this part or is it dealer only?
