today i noticed my vehicle had like no power on acceleration and alot of smoke came out so i checked my wastegat acuator when my vehicle was not running and when i pushed it up it didnt snap back it slowly came back down. It is supposed to snap back isnt it? and if that is the problem how much is a wastegat acuator and where do i find one.
Any help would be appreciated.

what does the smoke look like? white or black? The wastegate position will fluxuate while the truck is running. Mine sucks in and stays there on startup while stll cold.

They all pretty much do that with the engine off, as there is no vacuum to the actuator. Check with the engine running. When you move the actuator rod it should snap back due to vacuum being applied to the canister. If it doesn't, disconnect the line at the canister and see if there's vacuum, if there is, your actuator is bad. If there isn't, run the vacuum line back to the wastegate solenoid checking for cracks/leaks. Then disconnect the other line to the solenoid (from the vac pump) and check to see if it has vacuum. If it does, then you have a bad wastegate actuator solenoid. If it doesn't, run the line back to the vacuum pump checking as you go. If the line is ok, then you have a bad vacuum pump. This can be confirmed if you have a Mity-Vac. Hook it to the line off the pump (at the pump end) and apply about 20" of vac. Have someone start the engine, you should see the actuator rod pull closed.
