i have a 95 2500 TD , on the valve cover breather tube ( the one that goes into the intake pre turbo ) can i put a breather filter or a catch can on it? Its totally cloggin the compressor side up/

Why don't you put in a NEW CDR valve ? Perhaps the one in your truck is defect and so the oil is getting through.
Yes you can replace the CDR valve with an breather filter or a catch can, but you have to close the opening in the inlet tube of the turbo !
But i would replace it with a new one :
