Interior Lights and Cargo Light

This may be how this truck is set up, but I'm not sure.

When I turn on the cargo light, it will not come on until I turn on the interior lights (with the dial by the headlights). Is this normal? (But, the interior lights will turn on without the cargo light switch on)

I don't know if this is related, but the brake light bulbs in the 3rd light (up on the cab where the cargo light is), are burned out and I haven't replaced them yet.

(The bulbs are rusted/corroded in there and haven't had a chance to work them out)
