Got it. I unbolted and flipped the filter housing and the two wires going into the heater have the insulation pulled back about 1/4 inch and are definitely shorting. Thanks for your help, Grant.

Update: 20a “gauges” fuse blows when I turn the key. I have removed gauge cluster and unplugged ECM.
